Objective

The objective of this project is to develop and demonstrate a scalable approach for the Department of the Air Force (DAF) to successfully electrify its non-tactical vehicle fleet and maintain mission effectiveness.

Technology Description

Deputy Assistant Secretary of the Air Force for Environment, Safety, and Infrastructure plans to develop and demonstrate a comprehensive vehicle electrification approach at Joint Base Andrews and Joint Base McGuire Dix Lakehurst to align fleet electrification planning with mission, energy, cyber, and community requirements as part of one comprehensive energy resilience ecosystem. The five-phased approach outlined below is intended to be scalable and repeatable to apply to all mission sets across the DAF. This approach is specifically designed to find optimal site-specific infrastructure acquisition tools to leverage state, community, and utility partnerships and to leverage third-party financing authorities.

The approach integrates vehicle fleet electrification with prevailing installation master planning activities and fleet management best practices. This will allow the DAF to rapidly define requirements and pursue best-fit acquisition strategies to ensure Electric Vehicle Support Equipment (EVSE) availability, while integrating EVSE within a larger energy resilience ecosystem. The anticipated benefits of this demonstration include the enhanced ability to:

  1. Forecast Zero-Emission Vehicle (ZEV) availability against DAF vehicle requirements and use cases. ZEVs include battery electric vehicles, plug-in hybrid vehicles, and hydrogen fuel cell vehicles.
  2. Integrate ZEV planning with existing installation master planning and fleet management practices.
  3. Define installation-specific functional requirements for EVSE, including charging stations and enterprise standards for energy and cyber resilience as part of a broader energy resilience ecosystem.
  4. Identify and catalog best-fit acquisition strategies to leverage effective third-party financing approaches and reduce required DAF capital.
  5. Identify ZEV technology gaps for potential Air Force Research Lab Advanced Power Technology Office effort.
