Objective

Department of Defense (DoD) installations were mandated to install advanced meters through the Energy Policy Act of 2005 (EP Act 2005) and the Energy Independence and Security Act of 2007 (EISA 2007). The meters that have been installed under these Acts are generating volumes of data that, if used effectively, can provide the installations with a better understanding of where and how energy is being used and inform decision to improve energy performance.  Additionally, installations are deploying a variety of new distributed energy resources (DER) which add to the growing data sources and increase the overall complexity of their distribution systems.

The variety of data sources, data types and communication protocols makes it difficult to efficiently collect and organize the data to make use of it.  This project aims to eliminate energy data usage barriers and enable installations to use their energy and asset data for prioritizing, planning, operating, and maintaining energy assets and investments. It will break down data silos, enabling installation energy managers to build a picture of the impact of individual assets on the overall energy cost, resilience and reliability.

The project will demonstrate the iTSAF Database (in2lytics Time Series Application Framework) at Marine Corps Base Hawaii (MCBH) as well as a focused pilot demonstration at Fort Bragg.

Technology Description

iTSAF is a database and analytics platform that will integrate disparate data and present actionable views to the installation energy manager, providing an end-to-end view of the installation’s electricity distribution and consumption. At the core of iTSAF is a patented high-performance time series database developed by Referentia Systems. This special purpose database engine has the ability to integrate time-series data collected at differing rates, and supports real-time streaming, bulk loads and large scale data queries. Referentia will be leveraging a unique real-time cost of service capability that can enable installation energy managers to identify assets and groups of assets that present efficiency or load shifting opportunities, renegotiate power purchase contracts and more. Other iTSAF applications include voltage analysis, equipment loading analysis, load modification analysis and building efficiency analysis.

Benefits

Military installations are in a reactive mode of operation with respect to managing installation energy systems. With iTSAF, installations can begin to do advanced planning to identify, determine expected impacts and correct problems before they cause significant unnecessary costs or affect system reliability, providing for a more efficient and proactive energy management posture. The project team expects iTSAF to provide similar benefits when deployed to any installation where energy cost reduction and reliability is a high priority. iTSAF will demonstrate secure, cloud-based grid analytics accessible by NIST 800-171 trained contractors and the Government for improved access, analysis and communication.
