Introduction

SERDP and ESTCP support research and demonstration projects performed by universities, industry, and government organizations. Investigator requirements are structured to maximize return on investments and ensure a project’s efforts and results are widely disseminated, while minimizing the reporting burden. The reporting requirements and guidance documents have been designed to achieve these objectives.

SERDP and ESTCP investigators are also encouraged to report the results of their work through peer reviewed literature, independent of these requirements.

SERDP

SERDP funds basic research, applied research, and advanced technology development. The requirements for SERDP investigators are:

Management Reports

All SERDP-funded projects are required to submit management reports through the SERDP-ESTCP Management System (SEMS).

Project Overview

Project Overviews provide brief summaries of SERDP projects.

Expenditure Plan

Annual Expenditure Plans project the expenditure of funds for each fiscal year in which a project receives funding.

Quarterly Progress Report (QPR)

QPRs document a project’s quarterly technical progress and allow the investigator to convey any significant technical concerns that may affect future progress.

Monthly Financial Report (MFR)

MFRs provide the project’s current financial expenditure information for the fiscal year of interest.

 
 
Technical Reports

Technical reports are required for SERDP-funded research projects. The timing and content of the required reports will be established at the time that the proposal is finalized. These reports are reviewed and approved by SERDP. Approved Final Technical Reports are posted to the SERDP and ESTCP website.

Interim Technical Report – SERDP Interim Reports provide SERDP and the project team an opportunity to: 1) capture technical and scientific results at the completion of a significant phase of a project; 2) assess whether interim objectives have been met; and 3) recommend adjustments to the upcoming planned research, as needed. Multi-year projects will be required to prepare one or more interim reports using this guidance:

Final Technical Report – The Final Technical Report is a complete compilation of procedures, results, and conclusions for the project. The report should present all of the research results, products developed, and significant data collected through the project. SERDP Exploratory Development (SEED) or Limited Scope (LS) Report – The SEED or LS report provides complete documentation of a SEED or LS project’s research results and also provides SERDP with the information needed to make a decision as to whether a proposal for follow-on work will be considered. Required Presentations
In-Progress Reviews

An annual presentation at an In-Progress Review meeting in the Washington, DC, area is required for all multi-year projects. These presentations are intended to review the project’s technical progress.

Agendas, presentation guidance, and logistical information specific to each program area will be available in advance of each meeting.

End-of-Project Presentations

An end-of-project presentation may be required. These presentations provide an overview of the project’s results and highlight technology transfer opportunities. PowerPoint presentation charts are required, and presentations are at the discretion of the Program Manager.

An end-of-project presentation is required for all SERDP Exploratory Development (SEED) and Limited Scope (LS) projects. This presentation will facilitate the decision of whether or not a proposal for a follow-on effort will be considered.

Guidance documents specific to each program area provide the format and content requirements. These presentations are generally one hour and conducted by telephone. The PowerPoint templates will be provided by the Program Office.

 
Technology Transition

Technology Transition (T2) Plans should include a mix of products that vary according to platform/format, target audience, and length of time to use or read.

ESTCP

ESTCP projects are formal demonstrations in which an innovative technology or methodology is rigorously evaluated on a Department of Defense site or platform to promote future implementation. The requirements for ESTCP investigators are:

Management Reports

Demonstration Plans

A Demonstration Plan is required of all projects. The Demonstration Plan states what the demonstration will attempt to prove, the methodology which will be followed, the criteria for success, and the measurements that will be made to determine success. It ensures that pertinent and reliable data are collected during the demonstration to support future decisions on implementing the technology.

The plan is reviewed and must be approved by ESTCP prior to initiation of the demonstration. Draft and Final Demonstration Plans are required. Investigators should submit a draft plan at least two months prior to a planned demonstration to allow for review, comment, and revisions to be completed before work begins. Projects with multiple demonstrations may require addenda to the original demonstration plan or separate plans for each demonstration.

Technical Reports

A Final Report is a requirement of all ESTCP projects. This report, required in both draft and final versions, is reviewed and approved by ESTCP. The Final Report is a comprehensive technical report documenting the project’s activities, results, and conclusions. Approved Final Reports are posted to the SERDP/ESTCP website. The Final Report contains an Executive Summary that is posted separately on the SERDP/ESTCP website.
